On The Fly! Navigating public procurement and purchasing for PPE in a pandemic

Gary J. Lambert, Assistant Secretary for Operational Services (OSD) for the Commonwealth of Massachusetts, has influenced policy and attitudes to help create dynamic work environments in both the private and public sectors for more than 40 years.  His combined expertise in public sector strategy, spend management and procurement, as well as his focus on analytics focused outcomes and exceeding customer expectations, have resulted in a complete transformation across the Operational Services Division, creating a high performing model department for the Commonwealth.

In addition to his leadership of OSD, Gary has been asked to serve on numerus committees and initiatives. Most recently, he spearheaded the team charged with securing PPE for COVID 19 during the height of the pandemic in the spring and summer of 2020.  Other efforts included serving in the Governor’s Cross Secretariat Operations Council, the Office of Access and Opportunity Steering Committee, as well as, the Commonwealth’s Community Compact Cabinet, chaired by the Lieutenant Governor. In the private sector Gary was Vice President for Spend Management Solutions, managing a national team of specialists in sourcing and spend management technology solutions.

He also has served as a key participant on a number of statewide undertakings including the Commonwealth’s Performance Management initiative, the Executive Office for Administration and Finance’s Business Process Reengineering Initiative, and the Executive Office of Technology Services and Security’s  IT Advisory Investment Board. On the national level, Gary is a member and past president of the National Association of State Procurement Officials, and a member of other national associations.

Mr. Lambert is a graduate of Suffolk University and a frequent speaker on the subject of spend management in the public sector.


Navigating through the pandemic – Mass General Brigham

Mark Faulkner is the Senior Director of Strategic Supply Chain Management & Sourcing for Mass General Brigham in Boston, Mass. He has been in this position since September 2014 and was previously the Director of Corporate Contracts, which he now manages as well. Today, Mark has responsibility for the Corporate Contracting System Strategy, that includes Vendor Management, Capital & Leasing, Minority Business Enterprise Program, IT & Pharmacy Contracting, Analytics and the overall direction of our GPO relationship with Vizient. Under Mark’s direction, Strategic Supply Chain Management has responsibility for a portfolio of over 3500 contracts with an annual supply chain spend of $3.2 Billion dollars. Mark has held many Senior positions within Supply Chain for the past 30 years and received his Masters of Healthcare Management in 2009.
